Economic analysis of trends and problems of the development of creative industries in Ukraine and the world

Abstract
The cultural and creative sectors of the world economy are an important pillar of all humanity. They are necessary for strengthening social and cultural diversity, social cohesion, cultural development, and moral education of the population. In addition, until 2019, the creative sector was characterized by strong dynamics of economic growth and a positive impact on other sectors of the economy. The contribution of the creative sector to the world economy was 3% of GDP in 2019. However, the COVID-19 crisis has had a devastating impact on the cultural and creative sectors in countries around the world. For Ukraine, the destructive impact on the economy, in particular on the creative industries, deepened with the beginning of the war and continues to this day.

In dynamics over decades, the sector of creative industries has demonstrated an extraordinary ability to mobilize, both on a creative level and economically. However, it needs comprehensive state support, both with financial resources and state regulation, to create favorable conditions for attracting private investment, improving the legal field for the protection of creators, as well as greater organizational support for creators in such critical moments for the country.

The article provides a comparative economic analysis of the level of development of creative industries in the world, European countries, and Ukraine for the period from 2010 to 2021. For Ukraine, the analysis was conducted through the 2022, inclusive. Global trends, problems, and prospects for development, both on a global scale and in Ukraine have been identified. Some problems of the creative industries functioning in the conditions of war are highlighted. Proposals were made regarding the introduction of the necessary measures of operational influence of state regulation and additional
funding for comprehensive financial support of creators, which would be appropriate to apply in Ukraine, along with the improvement of legislation in the field of protection of intellectual property objects, and the creation of favorable conditions for attracting investments in the field of Creative Industries.
